 tically in the past decades\, especially but not only in the computing and 
 communications industries.\n\nThe era of massive labs doing basic research\
 , supported by companies with legislated or de-facto monopolies\, is past. 
 In some cases\, the traditional long lead times between basic discovery and
  deployment and commercial success have shortened from many years to just a
  few years or even months.\n\nIn the New Reality\, we find corporate R&D be
 ing out-sourced\, crowd-sourced\, tax-sourced\, internationalized\, custome
 rized\, and acquired.\n\nIn this new reality\, companies look much more to 
 universities for fundamental research\, leading to an ever-greater interdep
 endence between corporations\, universities\, and federal funding agencies.
  Many observers conclude that the future of U.S. competitiveness depends on
  how well this interdependence is recognized\, managed and funded.\n\n\nTim
